I'm not sure about Waray, but I've found grammars and dictionaries for other Filipino languages published in Spanish. I found a PDF grammar book for another language, Kapampangan, called Arte de la Lengua Pampanga. As for dictionaries I managed to find several by typing "Vocabulario de la Lengua (insert language)" on Google. Haven't checked Waray, but if you're interested I can.
