meaning of ‘ sit in traffic’? It refers to ‘traffic jam’ or ‘by bus’?

"sit in traffic" means you are waiting in traffic because the traffic is not moving / in a traffic jam. It does not mean travelling by bus although the bus may be in a traffic jam.
