So if you start a sentence with "also" it will refer back to whatever you said in the previous sentence. (If there was no previous sentence, it just becomes meaningless.) The following sentence is OK: 'While there are many benefits to living in the city, it can also often be stressful' However, it doesn't have exactly the same meaning as sentence (1).
