Hello Tyker! It depends on what you are saying. If the eyebrows are that shape naturally then I would call them "drooping eyebrows" or "downward slanting eyebrows". If you are talking about the eyebrows being that shape because of the person scrunching up their face (because of emotion) then I would say "frowning eyebrows". To "frown" means to scrunch up the top part of your face because of anger, sadness or just because the person concentrating. I hope that helps!
