• "Sailing is a personal interest of mine." --> meaning: hobby. This meaning is commonly used in the context of a CV/resume or a job interview.
• "I have a personal interest in the project." --> meaning: I am invested. (could be financial or emotional). This is often used in legal or investment contexts, or as it relates to charitable causes.

Need more context. But personal interest is a natural phrase.
"it is of great personal interest to me"
"I have a personal interest in the project"
"What is you personal interest in this matter"
There are hundreds of cases and examples where we insert this phrase into conversations and writings.
