Jan (in the comments section) is correct that you don't need a comma at all, and it is better if there were NO comma. But I imagine that this comes from a homework exercise or grammar book where you are practicing where to place commas. The first sentence is the one I would choose as "correct" if you had to make a choice. The second sentence is definitely incorrect. Next week, inner parking is closed for everyone -- that is the main idea. Then you add on the exceptions "except for VIPs and suppliers.. " I think without commas is better because it is closed to everyone except VIPs and suppliers. They are not an afterthought. It's like: she likes everyone in the office except her boss. She likes everyone in the office, except her boss (with the exception of her boss). I would actually say "Inner parking is closed TO everyone' but that's another story. :-)
