the better is to change them , if you can't then it is not necessary to "love" them , i suggest you just try to keep respect between both of you , or to avoid their harm as possible , try to imagine your self in their place , you may discover that they are not that bad!

As I learn from you, you're a pretty good person. So I believe them suck if you say so. Now the 1st point is that, have they interupted your life objectively? If do, then tell them to change, if do not, then try to know them more, maybe after some times of communication, you will change your mind of them.

The point is not if they suck, but how will you 'love'. Jesus loves everyone. To 'authentically love' will comfort yourself, will not comfort your sucking neighbors since they might be too evil to feel love, this is against what you expect that your love will be a generous gift for them and what you think you are doing is that you are showing mercy on them selflessly, though it says when you real find this comforts yourself much a lot there even will not be a self in yourself. I gotta say you probably have defined the meaning of love in a narrow sense in this question. There always being people suck is reasonable, otherwise where/who are you supposed to unsuck at, to give; love and dislove are both humanity.
