the use of "to" behind "and"
The sentence:"President Obama called this week for a “national mission” to expand the use of clean energy and increase American energy independence."
Shall we add "to" behind the word "and"? why?like: ...and to increase....

You can, but it's not necessary.

Well, in other European languages, such as French, Spanish, or even German, such preposition that corresponds to those languages is obligatory between prepositional phrases. In English, it is however optional. Nevertheless, if you want that the sentence be more clarified, you may consider to add the additional "to".
