Does this mean "I am very happy!" in German?
"Skipper sagt, "Ich bin sehr glücklich!""
Does this say "Skipper says, 'I am very happy!'"
I'd like to say it well. Is there a better way?

Absolutely correct. There is no better way to translate this sentence. But there are some informal alternatives like "Ich bin total glücklich!" (I am totally happy!) or "Ich bin verdammt glücklich!" (I am damn happy!).
Attention! "glücklich sein" - to be happy BUT "Glück haben" - to be lucky (to have luck)
