Answer

The screen is a flat surface.  Everything you see and do is ON the screen.

We would never say "in the screen".

Technically either would work, but I think the more commonly used one would be "on the startup screen". Although examples of other scenarios are possible
1. Please take a look at the startup screen for me.
2. There are multiple errors showing on the startup screen.
3. Within the startup screen alone there are a plethora of lines of code running in the background.
