That's a tricky question. If you break thinks into smaller units you would get THAT WAS HIM, but then you would get HE NOTICED. I'm actually not sure of the right answer. In situations like this it's probably better to rephrase. ex: He was the one who noticed . . . etc.
Also, "That was" would not be a very common way of saying this.
