Theft is stealing anything. Having your wallet stolen from your pocket, a plant pot from your lawn, the TV from your house, money from your bank account, it's all theft. Burglary is breaking into a building - office or house - usually to steal things. If someone breaks into your house it's burglary, if they take your stuff it's theft.
