”せめて”は「お願い」や「～てほしい」「ルール」などの時に使います。
"At least" is used in situations expressing "request",  "desire,wish, hope" or “ rule”.

B：え！？せめて小さいオニギリでもないですか...？

・～てほしい（そうなったらいいなぁ）
