The storage is for the toys = you need storage for the toys. If you have toys you need the storage to prevent the clutter. If you have storage you will have toys to make the clutter because you have a place to store them, when not being used. It creates a vicious cycle. the two feed into each other in this case either making the situation worse or better, depending on your perspective are you a child that likes to make clutter or a parent who wants to keep the room tidier.
