Prva rečenica mora da se podeli na dve. Prvo nam kažeš da je vreme lepo, pa nam onda objasniš zašto. "Vreme napolju je lepo, što znači da je sunčano" zvuči pomalo rogobatno. "This time of the year" znači "ovo doba godine". "Part" bi bio "deo". "I could say" se češće koristi u drugom licu jednine, "you could say", ali nije pogrešno. "By" se koristi kada se radnja desava u odredjenom momentu, a "until" kad radnja traje do određenog momenta.

Hi. I would caution against making blanket statements like "The weather is pretty nice which means it is sunny" because you're basically equating "nice weather" with "sunny weather." It does not need to be just sunny for the weather to be nice.
