In my view, punishment depends on the value of the crime.
Certainly, if a teenager stole a tangerine or cat food, there’s nothing terrible — it depends on the material, financial situation in family. I think, that punishment is not always appropriate in this case.
But if a teenager steals, big money, for example 300 000$(not really big, but still, decent amount), I must say, it’s worth punishing!

But if a teenager steals, large sum of money (a lot of money), for example 300 000$(not too much, but still a decent amount), I must say, he needs to be punished!
Instead of big money say - lot of money / great deal of money / big bucks n. #informal / lots of money n. #informal plenty of money / much money / lot of cash / fortune
