The last wave of arrivants is due to the COVID crisis. The democratisation of the teleworking is also a reason that forced some familys to move to Portugal. This situation has started to alarm some researchers, who started to analyze the impact of this phenomenom in a State budget. In the University of Leeds, Rita de la Faria has been surprised by the result of the investigations that she did whith Giorgia Maffin : "because the people arriving, is the people with the highest revenus in their country. In that way, their left affect the ressources of their country of origin, even if there is a low arrivants number, because these people is the people who are paying the highest taxes. For example in the United-Kingdom, we have seen that 140 000 departs are suffisant for the country to loose billions of euros." An estimation that can be the same for other European countries. According to the researchers, this fiscal "dumping" can be ravageous for the public finances as it is the case with the fiscal dumping that is practiced in other European countries like Luxembourg or Netherlands for the taxes on societies. However this agressive fiscal policy is exerced in Portugal, but also in other contries like Greece, Croatia or Espagna.
