The below sentences are both correct, but '희망하다' is similar to 'to hope' and '바라다' to 'to wish' in English.
- 저는 한국 유학을/한국으로 유학을 가기를 희망해요.
- 저는 한국 유학을/한국으로 유학을 가기를 바라요. ('바래요' is wrong, but most people use this form)
However, '희망하다' is normally not used for someone else unlike in English.
- 저는 민수 씨가 유학을 가기를/건강하기를 희망해요(X).
- 저는 민수 씨가 유학을 가기를/건강하기를 바라요(O).
Additionally, Koreans often say '-(았/었)으면 좋겠다' instead of '희망하다/바라다' in conversation.
- 저는 유학을 갔으면 좋겠어요.
- 저는 민수 씨가 유학을 갔으면 좋겠어요.
- 이번 주말에 날씨가 좋았으면 좋겠어요.
