Hi, there
When you are talking about home appliances, what's the opposite of powerful/strong? Could you say "weak" , "slow" or "low-powered"?
Examples
"This hotel's hair dryer is too weak/too low-powered. It took me almost an hour to dry off my hair"
"The water pressure on/of my shower is too weak/low"
"The ceiling fan in my bedroom is too weak/slow"

All of those are acceptable. The listener would know what you mean.
The word choice is going to depend on the context. Some words will sound more natural to native English speakers than others.
For your examples most would say it is too weak.
