I would say “It’s high time that…” + noun+verb is more common where I am from.

Very common everywhere I've lived in the U.S. The expression is hundreds of years old. It originated in England, not the U.S. Shakespeare used it. When you say "it's high time we do something", it means we should have already done it.

In the US, "it's high time" is quite common. It means "it's overdue," "it should have happened long ago."
Sometimes a quick way to check current usage is to do a search in Google News. When I do this, I quickly find many examples:
