Are these called rolling shutters or roller shutters? People from the UK and Australia use roller shutter often and Americans tend to use rolling shutter more often judging by the vids I have watched. Is this a regional difference? Or is only one of the terms correct?

Both "rolling shutters" and "roller shutters" are correct terms and refer to the same type of product, which is a type of shutter that can be rolled up or down to cover windows or doors. The difference in terminology is largely regional:
"Roller shutters" is more commonly used in the UK and Australia.
"Rolling shutters" is more frequently used in the United States.
This distinction is similar to other regional variations in English, such as "flat" vs. "apartment" or "lift" vs. "elevator." Both terms are correct, and the choice of which to use typically depends on the regional dialect of English being spoken.
