I don't think that is correct. I think the expression you want is "Put up or shut up!". It means take action to change something that you don't like or stop complaining about it.

Might need a bit more context for a good interpretation but I would guess something like: If you're not going to do like you tell others then don't say such things.

It could be a play on words, changing the original expression "put up or shut up". So it might be said, half in jest, by a frustrated IT support person who is fed up speaking to a colleague about a computer problem that could be fixed easily by booting up the computer.
