That's some royal vocabulary... It's most likely talking about the king. it's not really probable that you will ever use this vocabulary but an educated native speaker should be able to translate this into normal Thai or English.

I understand some words . I just started learning Thai language . Hope I can translate this after six months of study.

It's about using the same word in Noun and Verb in same sentense. It's a little bit confusing even me (Thai native) 55+ Trust me ! These sentenses are very hard for beginner. It doesn't has any meaning. Just for testing how well you can understand this word 'เสด็จ' in Noun or Verb.
