According to people who are learning Japanese: after finishing Hiragana and Katakana what should I study next: Kanji or grammar?

You should continue with the following program:
1) learn the first 200 Kanji, which are mostly pictographic and easy to learn
2) prepare basic sentence patterns and train them in your notebook at italki.com
3) if possible, do Skype conversation with native Japanese speakers
4) if possible, even more, go to Japan for a round trip (youth hostels are very recommendable in Japan!), meet as many Japanese people as possible and tell them your Japanese!

I would say grammar, try to get to a point where you're fairly comfortable speaking before you start worrying to much about kanji.
You can pick up some kanji here and there but for the most part learn to speak well and everything else will fall into place for you.
