Yes. Some people might even say we speak too freely. 

I can speak more freely in Serbia than in the US or the UK, but I think that may just be because (in any country) citizens have a greater freedom of speech than non-citizens do. That doesn't have to be written into law (it typically isn't), but that's just the dynamic. I am fairly sure that foreigners in the US or UK can speak more freely than foreigners in Serbia can, but I'm not sure if the same holds for citizens... 

People in the UK would like to think that we have complete freedom but in some situations, we don't.  For example, there are laws against inciting racial hatred.  The extent of restrictions can be controversial.
