i searched the meaning and i got "do" for both
so whats the difference ?

effectuer is like carry out or perform a task or make a paiement ,plus proche de accomplir .
Faire peut etre ;
il fait beau to do
il fait à manger to do
il fait jeune to look young
il fait un travail ou il effectue un travail
il fait construire to make
1 plus 1 font 2 2+2 ça fait 4 to be

Effectuer s’utilise pour une action complexe, par exemple on effectue une installation technique.
Faire est utilisé pour des actions plus simples de la vie quotidienne.
