The second sentence is translated to: "Most Chinese would rather learn English" = "La mayoría de los chinos preferirían aprender inglés" In this sentence the verb "aprender" is used in infinitive as a Sustantive to form the Object of the sentence. However if you say "Most Chinese would rather that American learn chinese", in this case the verb "learn" isn't working as a Sustantive, is working as a Verb with its own Subject (American) and Object (chinese). In Spanish it must be conjugated in past Subjuntive mood: "La mayoría de los chinos preferirían que los americanos aprendieran chino"
