"Fond of communication" sounds like real two-way conversation, so my first thought is "sociable." "Sociable" means someone who enjoys socializing, including conversation. It has a slight positive connotation. "Talkative" means someone who talks a little too much. It's the most common word. "Loquacious" and "garrulous" mean the same thing, but they are formal, rare, and literary. Informal words with negative connotations include "long-winded," meaning someone who gives a long answer when a short answer would do, and "motormouth," which means someone is always "blabbing" and "yakking," informal words for meaningless talk.

There are so many ways of saying that, depending on what kind of communication and with what kind of people. It also depends on what register word you're looking for, formal, informal, slang? Positive or negative connotations? Perhaps "sociable", "outgoing", "extroverted". You could give us some context and / or the term in your native language if you'd like.
