You can say "I am frustrated WITH...."
Like, "I'm frustrated with you."
Or, "I'm frustrated with how you are acting."
Or, "I'm frustrated with your behavior."
You make me frustrated.
"Your behaviour frustrates me" or "Your behaviour is frustrating and disappointing. I expected better from you."
Or, "I fee frustrated because you blah blah blah".
It doesn't exactly mean disappointed, but it's similar. It' means that you plans or hopes were defeated or blocked.

"You frustrate me"
or
"You make me feel frustrated"
---- anyone is OK. The second one is slightly more common than the first one. Cheers!!
