So they are both formal but 제발 is more formal than 주세요. Is that it? And 제발 is used to say please urgently. Am I right?

제발 is too much formal. 주세요 is formal enough :)
I think people usually say 제발 when they are whining..

So 재발 is the formal way to say please while 주세요 is the informal way?
And I may have been misunderstood. I never put 재발 and 주세요 together, and I've never heard them together either.
