So, in our culture, if you tell someone you love him or her, either it entails or gives the idea that you either see that person as family, or that you are romantically attracted to him or her. However, if you do not want to convey that meaning or to make that person think that's what you mean, you can say this (I love you as a friend). Also, it's a gentle way to reject somebody if they like you but you're not interested. LOL Please let me know if you have any other questions!
