What is the difference between “cut down on” and “cut out”
Cut down = reduce/ cut out = eliminate from diet.
They are the same.
Cut down = eliminate/cut out = reduce the consume.

Actually, they aren't the same at all. If you eliminate it you won't eat it at all. But when you reduce it, you still eat it just in a lesser quantity.
