For which verbs, except "tell", "cost", "ask", "wish", is the structure "verb (sb.sth)" absolutely necessary, but the structure "verb (sth) to (sb)" is not allowed?

This is a great question for artificial intelligence. This is how you would ask it:
"Please give me a list of verbs, like 'eat', that take a direct object without ever allowing any indirect object."
"Here's the list I got:
drink, read, write, watch, hear, see, touch, smell, taste, wear, own, possess, retain, resemble."
As is usually the case, the list that AI gave me is pretty good but imperfect. For example, these sentences are correct:
"I read the book to Sally."
"The room resembles a mess to me."

Every time before asking something from native speakers, I try to find out from AI and the Internet. This time I asked the AI this question several times. In each answer, it provided different sets of verbs. Only 4 verbs, the ones I indicated in the question, remained unchanged
I tried to ask it the question you formulated and, as in your case, I received a set of 14 verbs, 5 of which coincided with yours (read, write, hear, see, watch). When I asked it to expand the list, it provided the same set of verbs
Sometimes it provides different answers to the same questions and this is deceptive
