This is referring to his hairstyle - a crew cut is a short haircut (where the hair is cut short on the top and even shorter on the sides). This makes sense in the context that he has been shot in the head and the image is being described for the reader.

It's a haircut. It's more commonly called a "crew-cut," but the writer might have changed it to "crew-cropped" as a stylistic choice.

To me it sounds like crew cropped head is referring to his haircut. Kind of like a military style haircut.
