I'm not sure I understand. You mean to say happy birthday right now, before their birthday? Usually, you would just wait until the day to tell them - or, if it is close enough to their birthday, either before or after, and you know you will not see them on that day, you could wish them a 'Happy Belated Birthday.'

Happy Birthday for next week! Or if it's the day before "Happy birthday for tomorrow". You can say "happy birthday in advance", too. Happy belated birthday is when you you wish someone a happy birthday after their birthday has already passed.

You could say to him/her: "Advanced Happy Birthday!" :D
