"Pass away" is a gentler way of saying "die".
"I was sorry to hear that your father passed away last week," shows compassion.
"I was sorry to hear your father died last week," is a bit insensitive.

You also wouldn't use 'pass away' if somebody died as a result of something like a shooting or car wreck. Then you'd hear 'a man has died after being caught in a shooting', 'a man has died after he lost control of his car' etc. I think pass away would be used with people you're familiar with and the dead person died of natural causes.

Pass away is a polite euphemism (委婉).
He died = 他死了
He passed away =他去世了
