what time do you call this?
What is the meaning of the sentence: what time do you call this? Does it mean somebody is late or is it just asking for the time?

It means: "You are very late!"
When a 16 year old girl returns home at 02.00, her parents will say to her: "What time do you call this?!?!??!?"

Yes. It's a criticism, meaning you are late and you shouldn't be. It is definitely NOT asking for the time.
