It probably means 'Who makes the decision?' or 'Who will make the decision?'. By the way, do not use the word 'ejaculate' in this way, to mean 'exclaim'. It used to have this meaning but it is now archaic. Now it means ... "to eject semen from the body at the moment of sexual climax' - OED ;-)
