Is it ambiguous? Thanks Give up the reins it seems it has two totally different meanings in different context, it can mean "quit the reins" as well as"hand over the reins", Am I right? thanks

There are two close meanings, yes. Give up the reins means to give up control of something (a firm or government, usually). You can give up control to somebody else (which is usually the case). However, there can be situations where you give up control of something and just let it run free, without giving control (the reins) to somebody else.
