我要住在那里。 Is the correct one. 那 and 哪。。 Take note, 那 is a statement. 哪 is question.
我要住在哪里 is a question. Where do i want to live? or Where shall i live?

哪里 means where, in the situation that you don't where to live. 那里 is the meaning of "there"
