How to say "I am learning Korean" in Korean?
저는 한국어를 공부하니다.
저는 한국어를 배우고 있어요.
both correct?
is it normal to omit "저는"?
so it become "한국어를 배우고 있어요"?

Subjects are often left out, but "저는" needs in your sentence.
It can be "저는 한국어를 배우고 있어요" or "저는 한국어를 공부하고 있어요" in an informal and polite way.
The ending "ㅂ 니다" is used in formal situations.
e.g.
배우고/공부하고 있습니다(formal, polite)
배우고/공부하고 있어요(informal, polite)
배우고/공부하고 있어(informal, not polite)
