Usually we use 'over there' to indicate places that are within sight. If you are pointing to a place with your hand, you could probably use 'over there' as opposed to just 'there'.
"Could you put that package over there on the desk, please."
"You need to park your car in that lot over there across the street."
NOTE: sometimes people will say "Over there in Asia.", so the rule for using 'over there' only when something is in sight is not always followed. English has any number of maddening exceptions like this.

It's hard to give an exact definition, because "over" is a relative term.
There......in that place
Over there....in that place that is farther away, across the space from here to there
Way over there.....even farther away than 'over there'
--Where's the book? --It's over there (across the room).
--He lives over there now. --Where? --In Europe. (across the ocean)
