Low spec = low specification, which means that the solution would meet low or medium demands of performance.  It would not be the highest performing solution.
My guess is that you wanted a belt pickup capable of meeting high demands, it would not be this solution.
A low spec PC is a PC that does not have as much computing power, speed and possibly storage as other front-line PC's or laptops.
