What's the meaning of "out there" and "out here"?
For example, Some people out there encounter difficulties keeping a home network.

"Out here" would be applied when you are outside some center of activity. If you were in the country and speaking of something related to a large city, you might say "We don't get as much traffic out here." - 'out here' meaning 'this place out away from the center of the city.
"Out there" is usually used when you are inside some building and talking about something outside. It is more specific (most of the time) than 'out here'.
"You had better wear a jacket. It's cold out there."
"It's raining out there."
"I need to go out there to get the dog. I'll bring him back in."
