Can someone rephrase this one, or simply explain it? I can't seem to understand it.

An "expedient" is a means of attaining a goal, usually in a way that is considered somewhat improper, immoral, or sacrificial.
Basically, the statement means that people will use anything they can to avoid having to think too hard.
