Do you mean "No, not on my watch"?
Tom: I am tired. Can I go home early today?
Manager: No, not on my watch. = While I am in authority, you may not go home early.
(The manager will leave at 1 p.m. Then another manager will be in charge. Who knows? Maybe the second manager will let Tom go home early.)
