are they both widely used? with one do you prefer?
which one is used at the beginning of the sentense? or do they have no exact place?))))

I'll just give you some examples of how I'd say it:
"As a consequence of underfunding, the level of education will fall."
"Consequently, the level of education will fall."
"In consequence, the level of education will fall."
Normally we would say "as a consequence of X, Y will happen."
For your example, I think "consequently" or "in consequence" is better.
