I was coping the same problem back when i was learning Japanese. It seemed to be impossible to find a partner to speak with. And then i came up with an idea to browse through the native websites. There are many of us. Just... you need to know where to look. More and more people have access to internet nowadays, so you'll probably be able to find more now, even here. People are taking more interest in conserving and sharing the language. ^_^
