'To what extent...' just means 'how far does...extend', or you can simplify it to 'how much did...'. "To what extent did World War II affect Canadian identity?". This is essentially the same as "How did World War II affect Canadian identity?". Instead of describing one way World War II affected Canadian identity, give or generalise ALL of the effects World War II had on Canadian identity.
