What is "final thoughts"? Is it similar to "conclusion"?

Yes they have the same basic meaning of summing up the previous points, BUT
final thoughts has a more relaxed/informal tone, while conclusion is more formal and final.
for example, you would use conclusion if you were writing an essay.

Basically, yes. It could also be a short summary of everything that has gone before.
